An important mission of the Health Information Technology (HIT) program in the Commonwealth of the Northern Marianas Islands (CNMI) is to improve patient care and safety and promote efficiency through the secure exchange of health information among providers. The CNMI Heatlh Care Partners and Stakeholders are working together on several major program activities.
EHR Adoption - The Health Information Technology for Economic and Clinical Health (HITECH) Act of 2009 provides incentives for "Eligible Providers" to adopt and become "Meaningful Users" of Electronic Health Record (EHR) systems. The Medicare Incentive Program is administered by the federal government. The Medicaid Incentive Program is at the discretion of the State and provides 100% FFP (Federal Financial Participation). The State Medicaid Agency (SMA) headed by Helen Sablan, the State Medicaid Director (SMD) is committed to seeking approval to implement the EHR Incentive Program by March 2012. This will qualify the Health Care Providers in the CNMI for the Medicaid Incentive.
IHS Resource and Patient Management System (RPMS) - The CHC is an acute care hospital that implemented the RPMS of the Indian Health Service (IHS) in 1996, over 17 years ago. The CHC has committed to Adopt, Implement, and Upgrade the RPMS to the Certified RPMS system. This will mean implementing many clinical modules, including Computerized Physician Order Entry, Laboratory, Inpatient Pharmacy, Radiology, Discharge Reporting, and the like. The RPMS has over 60 modules.
CNMI EHR Network - The CHC, through a grant from the Health Resources and Services Administration, and together with CNMI Stakeholders, will share the use of the RPMS Electronic Health Record (EHR) system of the CHC/Hospital with other public and private clinics and providers. This will help to ensure that the public and private clinics have a certified and supported EHR.
HIT Regional Extension Center (REC) - The Hawaii-Pacific HIT Regional Extension Center (HITREC) managed by the Hawaii Health Information Exchange is providing support to Health Care Providers in the Pacific region. The Pacific HITREC is providing support to the Pacific health care provider to achieve Meaningful Use.
CNMI Health Information Exchange (CHIE) - The CNMI CHIE will enable improvement to patient care and safety and promote efficiency through the secure exchange of health information among providers.
